Richard “Dick” E. Burgoyne, PE, is the Director of Civil Engineering for AST Cowen Design Group LLC. Dick has over 45 years of experience in Civil and Military Engineering design. Dick brings significant experience of local and global site and infrastructure development, condition assessment and planning projects. He regularly participates as a core team member on Architecture and Engineering design teams for projects in Washington, D.C and for signature Federal projects around the world.

Dick’s deep experience stems from serving in the U.S. Navy Civil Engineer Corps for 21 years, supporting the U.S. Government’s global engineering projects. In that role, he contributed to over 75 U.S. State Department projects, across all continents. His experience in facilities management gives him a unique understanding of the operational and construction challenges of overseas development.

In his role as Director of Civil Engineering at Cowen Design Group, consistently delivers high quality designs which focus on sitewide infrastructure systems that are simple to construct, operate, and maintain. He often serves as the Civil Engineer in the U.S. Department of State ‘s Value Engineering, Risk Assessment and Prototyping programs, due to his extensive and diverse experience in the global development sector.
