Cowen Design Group participated as the civil engineer of record and design for the New Consulate Compound in Erbil, Iraq. The compound includes an office building, apartments and residence, power plant, and ancillary facilities. A key component of the project was forethought in the ability for flexibility in the future, as well as achieving best practices in sustainable design. As the civil engineer Cowen Design Group provided site layout, grading, utility, offsite transportation, stormwater management, and design team integration designs. The site improvements were adapted to provide a measure of community connectivity while maintaining separate access ways for both service and official functions.

The ecological-sensitive design focused on the management and re-use of natural resources, including water, solar, and preserving open space. The design of a central drainage system, or Wadi, ties these objectives together with a cultural context.
